中國製造2025 須突破六路障 (2016-03-10 IEK產業情報網 )

Mainland China is the world's largest manufacturer, accounting for about 20 percent of global manufacturing output, and it has established a complete and independently operated manufacturing system.
However, compared to advanced countries, the Mainland’s manufacturing industry still has many issues, including: 1. The industry’s capacity is large, but not robust; the ability to develop independent innovation is low; the sourcing of major key technologies and high-end equipment relies on imports; and the innovation system, which relies on manufacturing plants as the main source, is not ideal; 2. It lacks world-class brands and product quality is not high; 3. Resource/energy utilization is poor leading to serious environmental pollution problems; 4. Industry structure is questionable, and the high-end equipment industry and production services industries have been slow to develop; 5. Digital information utilization is low, and its industrial autmation is low; and 6. The extent of internationalization is low, and the manufacturing industries’ ability to globalize is insufficient.
In January 2013, the Chinese Academy of Engineering started a major advisory project entitled, "Strategic Study on Manufacturing Power", which was led by the Ministry of Industry and Information Technology. It proposed the strategy, "Made in China 2025", for which experts conducted investigative research, set staged goals and established various indicators for tracking the development of manufacturing power.
In addition to promoting the restructuring, upgrading and development of the traditional manufacturing industry, "Made in China 2025" also focuses on the implementation of high-end development with new technologies. In one of the five major projects outlined in the plan, there is a project for intelligent manufacturing that, in addition to specifying the developmental strategies for intelligent manufacturing, also includes detailed content for relevant equipment and products, intellectualization of the manufacturing process, IoT applications, and IoT infrastructures.
To accelerate the development of equipment and products for intelligent manufacturing, the plan highlights the research and development of high-end numerical control machine tools, industrial robots, and 3D printing equipment that are highly intelligent, can make smart decisions, and can automatically perform functions, and the development of intelligent components, such as new sensors, intelligent measuring instruments, industrial control systems, servo motors and drivers, and decelerators, so as to enhance industrialization.
The plan also highlights the acceleration in the intellectualization process for equipment for the machinery, aerospace, marine, automotive, light industry, textile, food, and electronics industries; improvements in the capabilities of precision manufacturing and flexible manufacturing; and devising an overall plan to promote R&D and industrialization of products, such as smart transport vehicles, smart engineering machinery, service robots, smart home appliances, smart lighting electronics, and wearable devices.
In terms of promoting intelligent manufacturing processes, the plan highlights the establishment of intelligent factories in key sectors and pilot programs for digital manufacturing; and speeding up the application of technologies or equipment, such as the coordinated HMI operation, industrial robots, intelligent logistics management, and 3D printing in the production process. It also advocates speeding up the promotion and application of product life cycle management, customer relations management, and supply chain management systems; and recommends improving key areas in overall group control, design and manufacturing, production/supply/sales integration, and marketing and finance coordination in order to implement intelligent control.
There are tasks to be accomplished which include: to establish a roadmap for the integrated development of the internet and manufacturing industries, clearly defining development directions, goals and paths; to develop internet-based new production models of personalized customization, crowd-sourcing design, and cloud manufacturing; and to promote the R&D, production, and organizational models of dynamic perception of consumer demands. It is hoped to establish an open industry ecosystem of complimentary advantages and win-win cooperation and to accelerate the R&D of internet technology and application demonstration, cultivate industrial internet applications for smart monitoring, remote troubleshooting, and industry-wide traceability. The plan points out the need to implement pilot programs for innovative applications of industrial cloud and industrial big data and establish high quality industrial cloud services and an industrial big data platform.
There are objectives to achieve including: strengthening the planning and designing of the infrastructure of the industrial internet in order to establish an industrial internet that is fast, highly reliable, and wide in coverage; accelerating the deployment and construction of fiber optic networks, mobile communication networks, and wireless LAN in the manufacturing cluster areas so as to achieve the broadband upgrade required for information networks and enhance business's broadband accessibility; and developing smart monitoring systems, industrial application software, troubleshooting software and its equivalent applications with respect to the demands of network R&D and applications of information physical systems.
The promotion of "Made in China 2025" will introduce more relevant policies and resources, and the demands for the application of intelligent factories in the Mainland China will surge. In addition to industry 2.0 and 3.0, more importantly, the industrial communication technology, a development trend of Industry 4.0, and its relevant technologies such as IoT, virtualization, cloud computing and storage, big data analysis, and manufacturing prediction will come into focus. As such, Taiwanese manufacturers must have a more comprehensive solution, so as to face the their rapid growth and intense competition.
